Outage Planning Coordination
Outage Planning Coordination is a core RCC service performed at both regional and pan-European level, aimed at establishing a common outage planning process based on harmonised standards and methodologies.
Regular maintenance of transmission assets — including tie-lines, substations and other network elements — requires planned outages that must be carefully coordinated. Uncoordinated outages can reduce cross-border capacity, limit mutual support between areas and compromise system security across borders.
OPI & WOPT
How it works
TSOs jointly determine the most suitable timing for outages and tests, exchanging information on both network and generation unit outages. All outage data is maintained within a common European outage planning platform, ensuring consistency and data quality across the region.
Based on this information, SCC performs Outage Planning Incompatibility (OPI) assessments for the SEE region, covering yearly, monthly and weekly planning horizons.
Coordination is further supported through the Weekly Operational Teleconference (WOPT), during which TSOs and RCC experts coordinate and approve the week-ahead outage plan, resolve tie-line inconsistencies and review OPI assessment results.

SEE MG & Pan-EU level
SCC's role
SCC serves as coordinator of the South-East Europe Maintenance Group (SEE MG) on a rotational basis, leading regional coordination and supporting the agreement of coordinated outage plans among participating TSOs.
At pan-European level, SCC participates in OPC service delivery in cooperation with other RCCs, assuming specific coordination responsibilities on a rotational basis. SCC also actively contributes to ENTSO-E working groups dedicated to the continuous improvement of outage planning methodologies and tools.
